Great news for French-speaking international students! Immigration, Refugees and Citizenship Canada (IRCC) has officially increased the application cap for the Francophone Minority Communities Student Pilot (FMCSP).
This key update opens the door for nearly 700 more applicants to pursue their dreams of studying and gaining permanent residence in Canada outside of Quebec.

Why is the FMCSP a Standout Pathway?
The FMCSP is a unique, streamlined program that offers a clear route from study to permanent residency. Its most notable feature is its accessible French language requirement.
Lower French Requirement: Applicants need a minimum score of NCLC 5 in all four language abilities. This is significantly lower than the NCLC 7 typically required for francophone-focused Express Entry draws.
Fast-Track to PR: Eligible students receive facilitated study permits and can apply for PR through a dedicated pathway after graduation.
Open Work Permits: Both the principal applicant and their family can be eligible for open work permits while their PR application is processed.
Who is Eligible for the FMCSP?
To qualify as a principal applicant, you must:
Hold Citizenship from an eligible member country of the Organisation internationale de la Francophonie (OIF), such as Morocco, Senegal, Tunisia, Cameroon, Mauritius, or Lebanon, among others.
Have a Letter of Acceptance from a designated Canadian college/university that:

This cap increase is a direct action by IRCC to meet its mandate of increasing the demographic weight of francophones outside Quebec. The department aims to allocate 9.5% of all immigrant landings in 2026 to francophone immigration outside of Quebec, with the FMCSP being a key driver to achieve this goal.
